The objective of this project is to install instrumentation and analyzers on three flares that will demonstrate compliance with appropriate refinery flare regulations including the New Source Performance Standards (NSPS) Subpart Ja regulation. Definition Phase was completed in December 2009, and defined the following scope:
· Installation of flow measurement instrumentation (including pressure and temperature measurement compensation) on vent gas for the flares. Flow measurement will be by GE Panametrics GF868 2-Channel Ultrasonic Flow Meter.
· Installation of flow measurement on steam lines for automated control.
· Addition of supplemental fuel or natural gas and controls
· New parallel steam control valves for low-flow situations.
· Piping bypasses for the steam flowmeters.
· Installation of an on-line GC with a cycle time of less than 15 minutes. Flares will have a combined GC and analyzer shelter upstream of the KO drums.
· Transmission of flare monitoring instrumentation signals to the DCS.
· New UPS building and remote HPM DCS hardware.
· Installation block valves around existing steam control valve stations.
· Instrumentation will require new access platforms.
The detail design phase will complete the engineering including the construction packages and procurement.
